Sir,

The Secretary of State has had under his consideration the question of the prevention of the transfer or sale of pass- ports granted to persons who are unable to sign their names, and I am to instruct you that in future every applicant who cannot furnish you with a proper signature should be required to produce two photographs of himself in lieu thereof. One of these photographs should be affixed to the passport when issued and sealed with the Consular seal, and the other should be attached to the form of application and retained at the Con- sulate. The adoption of this course will prevent the use of such passports by persons to whom they do not rightly belong, and will also enable Consuls to whom application is made by illiterate persons for a new passport on the allegation of the loss of a former passport to send the application to the post
