It is probable that nearly one hundred and fifty

Indians enter the United States every year in this way.

On arrival in Manila, these Indians are brought to

register themselves at this Consulate-General by the

headman (An Indian watchman by name Barkat Ali of

the Insular Cigar Factory). They stay in Manila

some six months and then apply for a passport for

the United States. The undersigned has often ex-

plained to them that a passport was not necessary

for entering the United States, but they have always

persisted in having a passport, under the idea, it

appears, that such would assist them in entering

the United States. These Indians proceed to the

United States via the "Minnesota" the Great Northern

Railway Company, steamer, which runs between Seattle

and Hongkong via Manila. The price of a steerage

passage is sixty dollars gold (about £12). This

steamer carries some 30 to 40 each trip (every
