I um directed by Secretary Sir E. Croy to transmit to you herewith, to be laid before the Secretary of State for the Colonies copies of the Report of the British Delegates on the proceedings of the International Opium Conference which set at The Hague in 1911-1912.

It will be observed that this Report bears the signa-

tures of only three of the Delegates, Sir Cecil Clementi- Smith, Sir V. Heyer and Dr. Lax-luller, Sir . Collins not finding himself able to add his signature as well.

The throe Delegates who signed have felt bound however

to respect his objection which he has stated to be that he would prefer not to take part in drawing up any report on the International Opium Conference which was not intended

to be a published report but that he would be quite prepared to furnish any information to the Foreign Office which it
