Downing Street, April 25, 1912. IN continuation of the letter from this department of the 16th April, I am directed by Mr. Secretary Harcourt to transmit to you, to be laid before Secretary Sir Edward Grey, the accompanying copy of a telegram from the Governor of the Straits Settle- ments with regard to the purchase of opium at Calcutta for shipment to Macao.
2. In Mr. Harcourt's opinion this telegram shows that there is even greater need for making representations to the Portuguese Government than was supposed when the letter under reference was written.

Two hundred chests were shipped on the 5th April, and according to report 200 more have been purchased since, and the Board of Revenue has informed the Portuguese consul that there is no restriction on amount purchased,
