With reference to your despatch No.7 of Jarmary
2nd. last relative to the proposed Anglo-Japanese Con-
vention for the Protection of Trafe Karka in Chine, I
tranæmit to you herewith copies of correspondence with
the Board of Trade and Colonial Office on the subject.
As Your Excellency will observe, the "olonial
Office concur in the propomal to submit to the Jeponere
Government the revised counter-draft, drown up by the
Board of Trade, (copy of which was enclosed in my
despatch No.245 of Decmber 9th. last), provided that,
in accordance with the wishes of the Governor of Hong
Kong, Article 4 is not included, unless the Japanese
Coverment. praes for its inclusion.
With regard to
this point, the Board of Trade, in the antepenultimate
paragraph of their letter of December 6th. last trans-
mitting the Revised Counter-Draft, atsted that they
