I have the honour to acknowloage the receipt of Your Excellency's despatch No.96 of the Zina instant, on the subject of the claim un account of suspension of through traffic on the Canton-Kowloon Railway, and to explain that the delay in replying to the same is due to the fact that I wished to consult Mr B.P.Alston, Councillor to His

After having done so I think I am right in stating that he concurs with me in holaing that it woula not be advisable to put forward a claim of this kina on those at present administering, or endeavouring to aa- minister, the Provincial Government, on the ground that it would afford them an excuse for unwarrantably inter- fering with, if not assuming entire control of, the working of the railway. Under the arrangements at present in force they have been as far as possible eliminated and, in the interest of the bondholders, it is eminently desirable that they continue to be so.
I would farther submit the opinion that, in existing circumstances, the claim is one for presentation to the Government in Peking and for inclusion in any general claim for indormity which the Legation may have to make later on, when the situation is more clearly defined than
