After careful consideration of the subject I reached

the conclusion that the claim was one for presentation, not to

any Chinese authority at Canton, but to the Imperial Govern-

ment who had originally accepted responsibility for it.

accordingly presented it formally to the Wai lu Pu in a

memorandum, at the same time informing Sir Frederick Lugard

of my action and of the reasons which had prompted it.

Copies of those two documente are also transmitted herewith.
