Whether the supervision of morphia and cocaine
manufacture in this country will also be super-
vized by the Bd. of C. and E. is not quite clear,
but it must be done either by them or the B. of T.,
and it does not matter to us which.
The drafting of the necessary legislation
in this country must clearly be done by the B. of
Concept as to postat fubitions, which with be for 5.1.0.)
T. and they will no doubt consult us as Mr.
Stubbs suggests. ( Our Circulars are asking the
Col. Govts. to consider what legislation will be
recuired in the different Colonies ).
As to defending the policy of the Convention
in Parliament I have no doubt that Mr. Harcourt
will be cuite prepared to defend the policy of
restricting the trade in morphia and cocaine from
the Colonial point of view i.e. having regard to
the frightful effects resulting in the far Eastern
Colonies from the present absence of control over
the traffic in the countries of manufacture.
Similarly the repiesentatives of the I. O. will
defend the measure from the Indian point of view.
The difficulties of the position fall on the
B. of Trade, who have to deal with the opposition
of Manufacturers &c. in this country. But this their
Fray. Representatives must obviously be in charge
of the necessary measures in Parlt., since they

are the Dept. concerned in carrying out the policy
of H.M.G. so far as trade arrangements in this
country are affected.
