Foreign Office, September 8, 1911. YOUR telegram No. 200 of 8th September: Opium Conference. Statement as telegraphed is altogether misleading. We considered that a conference would be useless unless Powers were prepared to discuss question of morphia and cocaine, and the adoption of measures required to control the trade in these drugs, but we have intimated our willingness, as soon as Powers are ready to do this, to take part in conference at date to be agreed upon.
