India Office, December 16, 1911. IN reply to your letter dated the 13th December, I am directed by the Secretary of State for India in Council to state, for Sir E. Grey's information, that he assumes that the motion refers solely to opium prepared for smoking, and does not include preparations (such as morphia, laudanum, &c.) of opium. On that assumption, he sees no objection to authorising the British delegates to the Opium Conference to vote in favour of the motion binding the participating Governments to prohibit the importation
