Sir:-
With reference to the correspondence ending with your
despatch of the 17th instant on the subject of the proce-
dure to be followed in respect of the acceptance and
enforcement of the proposed Convention on the subject of
Opium, etc., we have the honour to report that the draft
proposed by the Comité de Rédaction has not yet been
finally considered by the Conference. Yesterday however
Dr. Hamilton Wright on behalf of the American Delegation
suddenly introduced a resolution inviting the Comité de
Rédaction to consider the advisability of preparing an
entirely fresh draft based on the idea that there should
be two separate conventions, one principally concerned
with the articles relating to opium, and the other contain-
