I am directed by Secretary Sir E. Grey to transmit to
you herewith to be laid before the Secretary of State for
the Colonies copy of a despatch from the British Delegates
to the Opium Conference at the Hague, on the subject of a
proposal by the American Delegates that two Conventions
should be concluded, dealing respectively with Opium and
with Morphia Cocaine, etc., instead of one Convention em-
bracing all these substances.
This proposal appears to Sir E. Grey to be quite in-
admissible and subject to the concurrence of the Secretary
of State for the Colonies, he proposes to express his entire
approval of the language held by the British Delegates on
the subject and of the views expressed by them in the en-
closed despatch.
