that in many parts the young plants are six inches high. In the remoter districts no effort is made to hide the nature of the crop, while in the neighbourhood of the main roads and in the hills surrounding the Yunnan-fu plain the opium is being grown among wheat and beans, In the town itself I hear that the police have ceased to exercise all supervision, and the measures taken in the capital by the ex-Viceroy are all in abeyance.

India Office, January 10, 1912. IN continuation of my letter dated the 6th January, on the subject of the draft opium convention drawn up at the Hague International Conference, I am directed by the Secretary of State for India in Council to say that the Government of India have now reported that they have no objection to the convention being signed on behalf of India if Sir William Meyer is satisfied that their policy and the needs of the Indian people are adequately protected.
