With reference to my letter of the 15th instant

enclosing a copy of despatch No.9 from the British

Delegates to the Opium Conference at the Hague I am

directed by Secretary Sir E. Grey to transmit to you,

herewith, to be laid before the Secretary of State

for the Colonies, copy of a Declaration on the

subject of the adhesion of the Dominions to the Opium

Convention, which the Delegates propose to make at

the time of signing the Convention.

Sir E. Grey proposes, subject to the concurrence

of Mr. Secretary Harcourt, to instruct the Delegates

to make this Declaration and to have it inserted in

the "Protocole de clôture" of the Convention in order

that it may be brought to the notice of the other
