We have discussed this. I think the safest plan is to
tell F.0. that we cannot agree to the Convention being signed
on behalf of any part of the Colonial Empire other than the
Far Eastern Colonies already specified without consulting them,
which we will at once do when we have the Convention in its
final form. They will in fact be placed in the same position
as the non-signatory Powers, and when their agreement to the Con-
vention is signified to us the Br. Minister at the Hague can
sign the Convention on their behalf. Ultimately the Convention
will be ratified on behalf of all parts of the Empire which
have accepted it.
Under this arrangement there will not be the usual provision
by which a Dominion can subsequently withdraw
