Your telegram of 8th January. Difficulty as to

most-favoured-nation clause in treaties only arose in

connexion with suggested prohibition of export to non-

adhering countries in original form. Later suggestion

of Board of Trade believed to meet this position:

"Exportation to be permitted only upon production to the

Customs authorities of a certificate from the country of

destination that the consignee is authorised to import the

drugs either in accordance with the stipulations of the

Convention or with local laws or regulations which in the

opinion of the Customs authorities are equally stringent".

This is important as ensuring that exports to East

shall not be made under cover of a State which does not

supervise exports of drugs.

Board of Trade say that trade here desire reincor-

poration in definition of raw opium of provision as to

ordinary powdered and granulated.
