Your despatch No.9 and Board of Trade enclosure.

British delegation did not press suggestion to

restrict export of drugs to non-adhering countries because

Max Muller had been informed by Board of Trade that such

procedure would conflict with most favoured nation clause

of commercial treaties. Please wire at once if you think

this would be no obstacle as there is still opportunity

to raise point. Questions of steps regarding ratification,

date of enforcement of consequential legislation and

adhesion of non-signatory Powers still under consideration.
