With reference to the letter addressed to you
from this Office of yesterday's date, I am directed
by Secretary Sir E. Grey to state, for the informa-
tion of the Secretary of State for the Colonies that
a telegram has, at the instance of the Board of
Trade, to-day been addressed to the British Delegates
to the Opium Conference at the Hague, directing them
to take no action on the German suggestions reported
in their telegram of the 9th instant pending the re-
ceipt of further instructions.
I am to enclose, for the further information of
Mr. Secretary Harcourt copies of correspondence with
the Board of Trade relative to the export of cocaine
and morphia to countries not adhering to the proposed
Convention. The Board are being requested to furnish
their views with regard to the attitude adopted on
this question by the German Delegates as reported in
The Under Secretary of State,
Colonial Office.
