That every participating Government undertakes, by
pharmacy laws or regulations, to confine to medical and
legitimate purposes the manufacture, sale and use of morphine
cocaine, and their respective salts, and to co-operate with
other Governments in preventing their use for other purposes.

should be limitation by law of the manufacture of morphine
cocaine and their respective salts to premises which shall
have been duly registered for such purpose.

That the participating Governments should require all
persons engaged in the manufacture, importation, sale, dis-
tribution or exportation of morphine, cocaine and their res-
pective salta to take out a licence for that purpose.
