I am directed by Secretary Sir E. Grey to transmit
to you, herewith, to be laid before the Secretary of State
for the Colonies, copies of despatches from Sir C. Clementi Smith reporting the transactions of the Interna-
tional Opium Conference at The Hague.
I am to state that the Minutes of the meetings re-
ferred to in these despatches, have not reached this Office in their final form; they are not therefore enclosed. The
resolutions will all be found enclosed in Sir C. Clementi
