Board of Trade, December 14, 1911.

I AM directed by the Board of Trade to acknowledge the receipt of your letter of the 13th December, forwarding copy of a telegram from His Majesty's delegate at the Opium Conference, with regard to a proposal "that the participating Governments bind themselves to prohibit the importation and exportation of prepared opium."

It is not clear whether the expression "prepared opium" is intended to imply solely opium prepared for smoking, or whether it is intended to include also opium dried or powdered for the manufacture of morphia, &c., and I am accordingly to suggest, subject to Sir E. Grey's approval, that Sir C. Clementi Smith should be instructed by telegraph to report on this point.

If the proposal is intended to apply only to opium prepared for smoking, the Board offer no objection to His Majesty's delegates being authorised to vote in favour of it.
