Sir Edward Grey to British Delegates to Opium Conference.
Foreign Office, December 15, 1911. WITH reference to your telegram of the 8th instant, I transmit to you herewith, for any observations you may have to make, copy of a letter from the Colonial Office respecting the definition of the expression "Preparation of opium."*
I do not propose to take any action in the sense suggested until I learn that you require a definite decision on the point.
