that we brought this inability to make a Bond issue to
the notice of the Secretary of state in our letter of the 26th January 1906 and his concurrence in our view was
conveyed to us in your letter of the 7th February 1906, para

In these circumstances it appears desirable
that we should possess full powers to make an issue in
either form, and I would suggest, for the consideration
of the Secretary of State, that it would be advisable
to pass an up-to-date General Loan & Inscribed Stock
Ordinance repealing the Ordinance of 1893, and also a
new Loan Ordinance for whatever amount it is required to
raise for the completion of the Railway. The latter
Ordinance mi ht repeal Ordinance No.10 of 1903, and
Ordinance 0.11 02 1905 so far as it has not been acted
upon.
4.
If the Secretary of State should approve of this
course being followed, we woul prepare a deft of the
necessary legislation for his approval.
5. In the meantime ve shell be prepared to beke
any necessary advances at Tonk rate varying on the
security of the existing borrowing powers.
