of 3 tors minimum size extending from Ordnance datum down to the sen bed on the outer face of the Breakwater, whereas the section which accompanied your letter under acknowledgment apparently only shows the 3 ton rubble
to extend to a depth of 9 feet below low vater.
4. It may be, however, that there is heavier
rubble on the outer fece of that portion of the Breakwater which is coloured Crey on your photoprint, than would
appear from the section.

We may observe, with reference to the foregoing, that 9 feet below low water, having regard to typhoons, would bring the smaller rubble, if the grey portion is of
that class of material, within the range of unfavourable
sea action.
It may be desirable, therefore, to deposit
some 3 ton lumps on the sea face of the work, below the
* ton grade shown on the section received with your letter,
in order to protect the grey portion, provided it consists
of small rubble only. The Director of Public Works will,
however, be better able to judge of the recessity for this
precaution than we can here, inasmuch We are unavere
whether the sea face of the portion of the Dreckvater
coloured grey hes in it sufficient heavy stones to resist
the under-water action of the typhoons
6. We beg to recommend that, in view of the
concluding paragraph of His Excellency's letter of the 6th.
