Gentlemen,

I am directed to acknowledge the receipt of

your letter dated 21 st. ultimo, No.G/Hong Kong/1233,

relating to the charge made for some "Shell B.L.filled

common 5" howitzer" and to inform you that the shell

in question were specially manufactured in the

Ordnance Factories and, in accordance with the general

practice, were charged at a rate which represented,

as nearly as could be ascertained, their cost price.

The cost of this order was, however,

unexpectedly high on account of manufacturing

difficulties which resulted in a number of the castings

made turning out "light" and therefore unserviceable.
