Of the ten items enumerated, five were trivial works, ranging from 86,543 downwards, four were moderate works (828,546-813,177) and only one (Kowloon Larket) was a considerable work. The last-mentioned item (Kowloon Market) was designed and let to Contract by lr. Little whilst Ir. Fisher was absent on leave from the Colony (March September 1908). I am unable to see that the division #1 of the works among the officers referred to would have assisted mat- -ters. If such an arrangement had been adopted in the case of these works, there could have been no reason why it should not have been applied throughout the Department. All the Assistant Engineers would then have had to be promoted to the rank of Executive Engineer. Faragraph 11 (a). It has been my endeavour to make the arrangements recommended by the Committee, but numerous changes in the staff have prevented my doing so hitherto.
