further letter to me on the subject of additional assistance. In that letter, he referred to the final accounts for Blake Pier Roof and for a Bungalow at Tai Po and to drawings for a new base for the statue of H. R. H. the Duke of Connaught, all of which he stated he had in hand. I informed him that I would relieve him of the accounts for Blake Pier Roof by putting these in the hands of Mr. Wright, who had had much to do with the work, and I also instructed him that the base for the Duke of Connaught's statue could stand over meanwhile. I added that I could not support his application for additional assistance, having regard to the condition, progress and location of the works which he then had in
hand.
On the resignation of kr. Little, two assistants for Mr. Fisher (lessrs. Wood and Ross) were obtained from England, Mr. Wood arriving on the 20th. January, 1910, and Mr. Ross on the 17th. February, 1910. Pending the arrival of nese officers, a temporary assistant was appointed locally, his services being retained from 20th. December, 1909, to 1st. April, 1910.
In connection with the above applications for additional assistance to enable him to overtake the work he had in hand, it is interesting to note that, in November, 1910, Mr. Fisher addressed Government on the subject of placing all Government Buildings under his control for purposes of construction and maintenance, stating that such an arrangement would admit of one Assistant Director of Public Works and one Executive Engineer being dispensed with, besides relieving other officers of the Engineering Staff of some of their work and that the sole additional assistance required would be one Chinese clerk. The deduction to be drawn is that, with two assistants new to the Colony in place of one who had several year experience and with one additional Chinese clerk, lir. Fisner would be capable of performing the duties of two of the senior officers of the Department in addition to relieving other officers of some of their work and of overtaking all his own work for which, in February, 1909, he had stated he required additional
assistance. Comment appears unnecessary.
