I am not aware that, up to the time when their con- -nection with the work ceased (31.12.09), changes in the plans were made without Messrs. Denison, Ram and Gibbs being consulted. I found it impossible to carry on the work of the Department expeditious -ly and I asked for the appointment of a 2nd. Assistant Director of Public Works. My request was recommended to the Secretary of State for the Colonies, but it was only after prolonged correspondence extending over a year that the appointment was sanctioned.

Faragraph 7 (c). I deny that Mr. Fisner nad no executive power. He had full executive power to carry out the work in accordance with the Contract: if any departure from the Contract became necessary, it was his duty to submit a written statement setting forth the alterations required so that authority for them could be obtained from Government. This is the usual course in all Government works.

As regards the general charge of indifference made by Mr. Fisher against myself, a reference to the numerous records of this office will show that I am not in the habit of displaying in- -difference with regard to any of the work under my charge and I deny the charge in the present case. I have not spared myself in my endea- -vours to carry on my duties conscientiously.

As regards defective plans, It was Mr. Fisher's duty to call the attention of the Architects to such matters and have any such plans rectified. The fact that he became on bad terms with the Architects undoubtedly militated against the satisfactory conduct of the

work.
