In reply to your letter of Bardzinstant,
I am directed to inform you that in order to strengthen the case your clients should furnish evidence of the "total restriction of the importation of (Indian ?) Opium into China".
Should they be able to furnish such evidence as will satisfy the Governor of the truth of the allegation, His Excellency will telegraph accordingly to the Secretary of State.
It should be distinctly understood however that Government can take no steps to interfere with restrictions placed on Opium smoking by the Canton Government.
