held in the precincts of the American Legation here, but I exposed the fallacy of an analogy between elections held in a spirit of harmless fun, and those which formed the subject of Constitutional Laws and published in Presidential Orders. I gave him clearly to understand the possibility of a diplomatic question arising, supposing His Majesty's Government should be disposed to object to the exercise of the frun- -chise by Chinese in Britisa Colonies.

The position of Chinese resident outside their own coun- -try is, perhaps, peculiar, inasmuch as by the laws in force in certain countries in which they have taken up their abode they are ipso facto debarred from any voice in the election of political representatives in those countries, but there may well be some truth in the theory which regards the underlying motive in this matter as an attempt on the part of the Chinese to secure a quid pro quo for the extraterritorial pri- -vileges of foreigners in China. All these laws and regulations which China is now issuing in such large numbers are unfortunately elaborated by so-called specialists who have no connection with the executive departments of the State and who take no account of the friction which may be experienced in the ir enforcement.
