Typhoon Refuge, Mongkoktaui.

1. In connection with the construction of that portion of

the breakwater above the level of about 10 0.D., it is found that,

under the present system, whereby all the rubble in any of the sub-

-divisions is required to be of a minimum weight of half a ton, two

tons or three tons, as the case may be, an undue percentage of

voids is being produced in the work, the stones deposited being

of approximately equal size. In the event of any settlement or move

-ment of the mass occurring, it will be aggravated by the exist-

-ence of these voids and it is therefore desirable that steps

should be taken to minimize them as far as possible. I may point

out that the use of junks in transporting the stone for the break-

-water results in great uniformity of size in the stones conveyed

for the various subdivisions and that, in the case of the half-

-ton hearting, the stones deposited in the work run about one ton.

The enclosed photograph illustrates the point.

2. I therefore propose that a quantity of stone of com-

-paratively small size be permitted to be deposited in the various

subdivisions, such quantity not to exceed 25% of the large stone

specified. This smaller stone will practically be absorbed in fill-

-ing the voids produced by the use of large stones of somewhat uniform size and the quantity of large or heavy stones will not

be appreciably reduced.

3. The Contractors have expressed their willingness to deposit such smaller stone without extra charge. I may point out

that, as they are liable under their contract for the maintenance

of the breakwater for a period of 12 months after its completion, it is in their interests to adopt any measures which are likely to

reduce the chances of settlement.

4. I may add that a large section of that portion of the breakwater already constructed of stone which was specified to be

not less than half a cwt: and, as this admitted of the use of stone

ranging domwards to small size, this portion of the work contains
