RECE
Sir,
Civil Hosp,9 JAN 13
Hongkong, December 5, 1912.
94
I have the honour to ask if His Excellency the
Governor would be pleased to consider the grant to me of a bonus in respect of my service as Superintendent of the Government Civil
Hospital and Lunatic Asylum.
2. I have been in charge here since the departure of
Dr. Atkinson on March 8th. last and for five months carried on
the work of the hospital singlehanded with the exception of the assistance given to me for 3 hours in the morning by Fleet Surgeon O'Leary. This meant that I was never off duty, night or day.
3. The only additional pay I have been receiving is half the allowance of the Superintendent of the Lunatic Asylum or 810 and compensation, since the expiration of Dr. Atkinson's full pay leave, a sun which I submit with respect is out of all propor- -tion to the extra work and responsibility often involving
questions of life and death which I have been called upon to
undertake.
4. May I be permitted to point out that the salaries in other departments of the Service are such that acting officers almost invariably reap a not inconsiderable benefit for the additional responsibility which devolves upon them when acting in superior offices, and that in a number of cuses special bonuses have from time to time been granted.
5. The half salary of the P.C.M.0. lapsing from July
8th. amounts to 83,036.98 and there is also your own half salary
which has lapsed during that period.
I have etc.,
(Sd.) W. V. M. Koch,
The Principal Civil Medical Officer.
Superintendent, G.C.H.
