I am convinced that such action will have the

tacit if not the outspoken support of the respectable Chinese

residents here, many of whom have appealed personally to me and to

the Registrar-General to deliver them out of the thraldom which

the Sze Yap Association is exercising over the Chinese population

of this Colony. I will endeavour to deal with the situation as

tactfully as possible, but I wish to impress upon you that it is

necessary to show much firmness at the present juncture for the

action of the boycotters is a conspiracy to defeat the law, which

if successful will render the future control of the Chinese

population a matter of great difficulty.
