The promotion of Mr. E. R. Hallifax to the office of Registrar-General leaves vacant the post of District Officer, and I have the honour to recommend that this appointment should be given to Mr. S. B. C. Ross. Mr. Ross, whose substantive appointment is that of Assistant District Officer, has acted as District Officer for a considerable period and he has performed the duties of the post in a most capable menner. He is the most senior of the Cadets holding appointments in the third class, and his service extends over a period of thirteen years.

The salary attaching to the appointment is, in sterling, £600 rising to £720 per annum with a duty allowance of £120, and, in dollars, 83,600 rising to 84,200. These rates are respectively the sterling rate of a second class and the dollar rate of a third class appointment. Under the authority of your

Despatch No. 349 of the 25th. November, 1911, Mr. Hallifax was permitted to draw a second class dollar salary in special cir- -cunstances, which do not however apply to Lr. Ross's case. In view

of the fact that the post has been raised to the second class as regards officers on sterling I have to recommend that Mr. Ross

should be allowed to draw the sterling salary, with liberty to revert to a dollar salary upon subsequent transfer or promotion to a post to which such a salary attaches.
