Having reference to the subject of Mr. Combe's despatch No.34 of the 4th. ultimo and telegram No. 33 of November 25th. I have now the honour to report that the Provincial Treasurer, Mr. Liao Chung-k'ai, returned here from Peking on the 11th. instant. It is understood that the object of his journey to the capital was achieved and that an Agreement was signed there on the 29th. ultimo, whereby the Canton Government are authorised to raise a foreign loan of $10,000,000 (Mexican) on the security of the prefectural duties of the province and the pig-slaughter tax.

With Mr. Liao returned r. Ch'en Tsan-ch'en, an official attac -hed to the Min Cheng Ssu here, who received an engineering education in the United States of America, where he was known under the name of Johnson. He is to act as agent for the provincial government in the matter of the loan and, so soon as he has obtained from the Tutu the necessary papers of authorization, he will proceed to the States to conduct negotiations in co-operation with Mr. Paget. According to native press reports he will also establish there a branch of the new Bank of Kuangtung into which the loan, when obtained, will be directly paid.
