Referring to your telegram of the 26th. ultimo,
I have the honour to recommend the promotion of Kr. A. R. Suther- -land, Junior Assistant Master at Queen's College, to the post of Senior Assistant Master, rendered vacant by the transfer of Mr. H. L. 0. Garrett to the Indian Educational Service. Mr. Sutherland, whose service dates from 1906, is the next senior for promotion, and the Director of Education speaks favourably of his work.

I enclose a form of particulars of the office of Junior Assistant Master, and shall be glad if steps may be taken to select a suitable candidate at as early a date as possible
He should if possible travel out via Siberia.
