To His Excellency Sir Frederick John Deal try Lugard, Knight Grand

Cross of the Most Distinguished Order of Saint Michael and Saint George, Companion of the lost Honourable Order of the Bath, Com

-panion of the Distinguished Service Order, Governor and Commander-

-in-Chief of the Colony of Hongkong, and its Dependencies, and

Vice-Admiral of the same.

The Hundle petition of the undersigned European Members of the

Police Force of the Colony of Hongkong, sheweth as follows:-

At a General Meeting of the European Members of the Police

Force, held at the Central Police Station on the 17th. day of

January, 1912, and a Committee was formed consisting of two men of

each rank, and the following propositions were unanimously decided

up on.

That a petition be drafted, to be submitted to His Excellency the

Governor, praying:-

1.

That the European Members of the Force be granted an increase

of 40% on their rate of pay, the same to be ensionable.

In support of the same Petitioners humbly submit "That the

cost of living now as compared with the year 1902, when the

present rate of pay was introduced, has increased from 30% to

40%. That the cost of clothing and boots have increased over 50%,

and to all appearance will continue to increase.

2. That the attention of the Government be called to the good

conduct allowances which at present is considered unsatisfactory.

That Petitioners consider that the following is a reasonable

suggestion and on the recommendation of the Captain Superintendant

of Police:-

That after 15 years service a 4th. Class Medal be granted,

and that these be made pensionable from the time granted.

Petitioners claim that 15 years service in a Colony like Hongkong

with a clean record is equivalent of the same service in the Navy

or 18 years in the Army, and which, in either of the mentioned
