Sir Frederick John Dealtry Lugard, Knight Grand Cross of the
Most Distinguished Order of the Saint Michael and Saint George,
Companion of the Most Honourable Order of the Bath, Companion of
the Distinguished Service Order, Governor and Commander-in-Chief
of the Colony of Hongkong, and its Dependencies, and Vice-Admiral
of the same.
The humole petition of the undersigned European Members of
the Police Force of the Colony of Hongkong., sheweth as follows:-
At a General Meeting of the European Members of the Police
Force, held at the Central Police Station, on the 17th. day of
January, 1912, a Committee was formed consisting of two men of
each rank, and the following propositions were unanimously decided
upon.
That a petition be drafted, to be submitted to His Excellency
the Governor, praying:-
1. That the European Members of the Force be granted an in-
-crease of 40% on their rate of pay.
That the cost of living now, as compared with the year 1902,
when the present scheme of pay was introduced is between 30% and
40% increased. That clothing, boots, etc., have increased in
price over 50%, and to all appearance will continue to increase.
That the present rate of pay when compared with the maximum
pay of either a Constable or Sergeant of the Metropolitan Police,
London, after taking into consideration the purchasing value of
the dollar here, which we hold to be only that of about one shil-
-ling at home, is in favour of the Home Forces.
That our present rate of pay does not allow for the making
of any provisions for a future day, and that in the case of
Married Men with families, is often the cause of them being un-
-able to take their leave when due; that the cost of educating
their children usually swallows up the little of any surplus that
may be left.
2.
That the present sterling salary scheme be amended as follows
;
