Police Force compare otherwise than favourably with those paid in the Force referred to, especially when it is borne in mind that all the European Police in the Hongkong Force have free quarters, fuel and light. The information I have does not show how far these privileges extend in the Home Forces under comparison, but it seems from the mention of allowances in aid of rent that in the London Metropolitan Police and in the Dublin Police they do not extend to all the Police.
It is an exaggeration to state generally that the purchasing value of the dollar in Hongkong is only equal to that of the shilling in England.
Nor is it the fact that the scale of salary
does not enable members of the European Contingent of the Police Force to save money. The statement could be disproved by instanc- -ing individuals who have saved considerable sums of money honest- -ly.
(b). Moreover in considering the emoluments of the European Police in Hongkong it is necessary to examine the extra- -ordinary opportunities they enjoy of earning allowances addition -al to their pay. I accordingly attach two statements showing the extra allowances attaching to each station and the allowances earned by individuals in September. The duty at theatres is taken by the Police in turn, as far as that can be arranged, in their spare time. As one of the men detailed for the City Hall has to be a Fireman it happens that the Firemen may get the duty oftener than men who are not firemen. The allowances for the attendance of Police during performances are paid by lessees of theatres.
In the month of September out of an establish- -ment of 153 European Police there were only 39, of whom 13 were Water Police, who did not enjoy extra allowances.
