Department of four valuable men whom the Director of Public Works would have been very glad to retain, and that the salaries of the 2nd. class men (who are 10 in number) are also not sufficiently attractive. In 5 years there have been & dismissals and 11 resigna- -tions in a staff of 10 2nd. class Overseers.

and if the quarters some of them now occupy on payment of rent and those which I have elsewhere recommended should be built for them, are granted to them rent free, concerning which question I am 40738.addressing you separately, the position of the lat. Class men

will be sufficiently improved. It is however evidently necessary to improve further the position of the 2nd. class men, and I recommend that the minimum salaries of the class be raised to

£200 £230 by £10 biennially as from 1st. January, 1913. It must be borne in mind that these men are skilled. The initial salary of

the class is too low to attract such men and the increment too slow to keep them in the Department. This will involve an increase

of £350 on next year's Estimates.

Wardmasters, Medical Department.

The existing scale of salaries is £110 to £150 by £20 triennially with free (bachelors) quarters, fuel and light. The staff consists of 5 only. In the last 5 years there have been 3 resignations and 2 dismissals while none have been transferred to other Departments. These men join the Department with a view to gaining promotion to other branches of the Service. This does not seem desirable and I have, therefore, to recommend that the scale of salary be altered to £110 to £180 by £10 annual- -ly, and that an endeavour to be made to provide married quarters for at least 2 of the Staff. The alteration in salary will cause

an addition of about £65 in the expenditure for 1913.
