In continuation of my Confidential Despatch of
this date, I have the honour to inform you that on the 8th. Novem-
-ber it was reported to me that serious trouble was expected at
Wai Chau City; that three of the four city-gates were closed and
the remaining gate was closely guarded; that the Military Officer
in charge had escaped to Hongkong, being afraid of being murdered;
and that a body of revolutionaries, 5,000 in number, under the
leadership of two ex-robbers who had assisted the present Authori-
-ties in turning out the Manchus, had captured 3 towns in the Hoi
Ping and Sunning districts. A few days later the Police obtained a
book relating to the organization of a society called the Kau Shai
Kwan which is, I understand, identical with the Fu Ching Tung Man
Wui. The book contained instructions regarding arrangements for
attacking the Government officials in Canton and for providing for a
a bomb brigade for the assassination of persons denounced by the
society. The book was obtained from an informer who says that he
was sent in lay last to obtain recruits for a revolutionary move-
-ment at Wai Chau. He had spent the money given him, and as there
was no more forthcoming, he had given up his mission. Subsequently
in an interview with the Registrar-General, the informer said that
he had been given the book by Wong Sz Lung: that the new revolu-
-tion was on the eve of starting, but that some hitch had occurred.
He said however that the revolution could not be long delayed.
