Guard Hernan Singh.

I was on duty in A 1, B 1, and C 1 wards from 6

p.m. to 9.30 p.m. on the 4th. instant. I visited No. 23 cell about

every 15 minutes. Everything was in order. The night soil bucket

was covered up all te time, the lid was at no time placed against

the wall. The prisoner was lying down each time and I could see

his face. I handed over to Guard Sher Singh at 9.30 p.m.

I took over A 1, B 1, and C 1 wards from Hernam

Singh at 9.30. There were four prisoners for special watch, two

in B1 and two in C 1. One of the latter was prisoner 8871 Wọng

Cheuk who was in 23 cell, which is the nearest cell to the adjudi-

-cation room. I visited all the special watch cells at intervals

of less than 10 minutes. Prisoner Wong, Cheuk was lying down in 23

cell at each of my visits. All the time, from the first visit

onwards, I saw that the lid of the night soil bucket was leɛening

up against the outer wall. That in my experience is unusual. I

heard no unusual noise until about 3.55 a.m., when I was in A 1

ward. It was a noise as of something falling. I thought it came

from B 1 ward. I went there and looked at the two "special watones'

and all was correct. Then I looked into No. 1 cell C 1 ward also

a special and saw all was right, then I looked in 23 cell and saw

the blanket apparently covering a man, but I could not see his

head. I saw that the cover of the nightsoil bucket was lying

on the floor. I went at once to the adjudication room (which is

the next room to the cell) and spoke to the night orderly officer

(P. W. Piesse) in Hindustani. I don't know English nor he Hindustani. I made a sign and he came at once with me to lo. 23 cell. He put the lamp under the cell door and looked in. He said

"All right patrol" and went back to the adjudication room. He did

not unlock the cell door. I continued to patrol the wards and the

state of affairs in No. 23 cell was the same all the time. From

the time I called the Orderly Officer as above I was never able

to see the prisoner's head. I did not notice any hole in the
