I have the honour to report that early in the morning of the 4th. October a prisoner named Wong Cheuk, who was being specially watched, made his escape from Victoria Gaol.
The circumstances are fully set out in the ,report of the Superintendent of which I enclose a copy. The pri- -soner was subsequently arrested at Macao, and he has been extradit -ed.

I decided after investigating the matter that blame attached to Principal Werder F. A. Piesse, who committed a breach of the Prison Regulations in not actually seeing the pri- -soner's face when he looked into the cell. Had he done so the escape would have probably been prevented.

On the recommendation of Mr. F. J. Badeley I have given directions that Er. Piesse's next increment of salary, which would be due on the 15th. February next, shall be withheld for a year. I have also caused him to be informed that his neglect of duty in not making the prescribed visits to a specially watched prisoner and for making misleading entries in the record of visits were serious matters which, but for his good character, would nave been punished by reduction in rank.
