Settlements where Penang and Singapore are now connected by rail,
and we would most respectfully beg leave to lay before you a copy of the close service in the Post Office and Telegraph Department of the Southern Colony where the emoluments appear to be more liberal and Lore officers are placed in the higher grades than in Hongkong.
The following comparison of the four highest grades, places Hongkong in an inferior position as regards the grading of its staff albeit Hongkong is not a whit less busier or less im-
-portant an entrepot than Singapore for the sorting and dis-
-tribution of Eastern mails.

It will thus be seen that there are more inducements
and prospects for officers in the Straits Settlements to stay in th Post Office in contentment and patience, as the hopes of reaching a living wage in time is assured.
We most urgently beg that a similar system be follow -ed in Hongkong and permit more of the older officers, when reach- -ing a certain term of service to be promoted to a higher trade, the number of which be correspondingly increased to something like
the standard in the Straits Settlements.
A report was submitted to the Posturster-General,
Mr. Messer, some lo months ago for ameliorating the Money Order Office staff where frequent resignations took place owing to officers not being able to live on their pay and had to leave the Colony of account of debt, but it was shelved on account of the
working of the Post Office for 1909 turning out a nett loss.
It is nardly necessary for us to mention the hard-
-ships we are enduring just now in the sudden increased in house
