if any of the parties proposes some scheme for its removal, but
fails to secure the co-operation of the other parties, the Mining
Affairs Deputy in Charge shall report to the Commissioner of In-
-dustry who will send a Mining Inspector duly to investigate, and
if the proposed scheme is found practicable, will exhort the
various parties to procure sufficient capital and carry out the
scheme accordingly.
Regulation 24. No mine-owner shall make any alteration to any
water way, lake and harbour etc.
Reguldion 25. No mine-over shall cut dom any of the trees which
are not included in his mining licence, though lying within the
boundaries of his mine; but he may purchase them from the Govern-
-ment, if they belong to the Government or from the owner, if they
are property of private persons.
Regulation 26. In any case where dynamite is required for the
operation of any work, the niner must have the necessary licence
before purchase and transportation of the same is allowed, and
shall keep record of the quantity consumed from day to day.
Chapter VII.
Regulation 27. Should any objection be raised, whether before or after the issue of the licence, against any applicant for licence,
the Mining Affairs Deputy shall forward to the Commissioner of
Industry the name of the objector and the reason of his objection.
Regulation 23. No objection will be considered, unless for one of
the following reasons:-
(1). Inconvenience to the landlords of the proposed mine.
(2). When the mine of the applicant encroaches upon an
adjoining mine belonging to the objector.
(3). When the proposed mine wholly or partly covers any
lot of land already granted to the objector.
(4). Oppression exercised by the original applicant on
the strength of his licence on the peasants of any village in the neighbourhood.
(5). When the grant of the licence is inconvenient to the
locality.
