10.3 Any application by any foreigner in conjunction with any Chinese with whom he proposes to co-operate for permission to open
any mine shall be accompanied by a certificate of the Consul-
-General of his nation verifying that the applicant is willing to observe all the mining regulations in force and to be enforced and all commercial laws that may be concerned. No permission for any co-operation between Chinese and foreigners shall be given until due investigations have been Lade by the Commissioner of Industry as regards the qualifications of the mine-owner and any breach of the particulars of Regulation 9. No foreign mine-ower may lease in the interior any land or houses beyond what is necessary for his mining enterprise with a view to carrying out any other business. Regulation 74.

No foreign mine-ower to be landlord of any land for
mining purpose.
Every Chinese mine-ower who has the ownership of any land used for mining purpose shall be called the landlord. Any foreign merchant in the working of any mine in any district of the Province in co-operation with any Chinese merchants shall only be entitled to open the mine, but shall not in any way become the own- -er of any land, and any land for mining operations sold by pri- -vate persons to any foreigner without the approval of the
Authorities will be liable to be forfeited.
Regulation 75. Disputes between foreisn mine-omers and Chinese
subjects.
Any dispute between any foreign merchant acting in co-operation with any Chinese, or any foreigner employed by any foreign mine-owner in the working of any mine in the interior of the Province, with any Chinese or any subject of any other nation about any debts or money affairs or mining matters, shall be decided by the Deputy for Mining Affairs concerned, but any case which only concerned the private privileges of the two disputing parties and has no connection with the Administration of Mining may be dealt with as usual in accordance with the treaty concerned. Regulation 76.
