shall be levied according to the quantity of ore reported removed by the mine owner monthly, and any false report shall be subject to a fine equal to twice the royalty payable on any quantity omit- -ted in the report.

Regulation 58. All yearly rents for land held from the Government for mining operations and all royalties on ore excavated and re- -moved from any wine shall be paid to the Deputy for Mining Affairs of the district concerned to be forwarded to the Commissioner of
Industry.
Regulation 59. All rents and royalties received by the Commissioner of Industry shall be handed over to the Com.issioner of Civil Administration or Finance, as the case may be.
Regulation 60. When any ore, whether the original material or any coarse derived substance from the ore or any pure substance is exported, exportation duties must be paid in accordance with the Customs Tariff. Importation duties must also be paid for any imported machines, materials and articles for mining operations in accordance with the Tariff.
Chapter XI.
Regulation 61. All persons employed in any mine in manual labour shall be called mining labourers, who shall all be Chinese. Regulation 62. Any mining labourer may complain to the Deputy for Mining Affairs concerned:-
(1). When the mine owner or any partner of the mine ill- -treats him.
(2). When his wages due are not punctually paid or any deduction is made by force on his wages.
(3). When he is required to work over the proper limit
of time or to work so much as to make him sick. Regulation 63. The mine owner shall give to every mining labourer:
(a). Any expenses incurred for medical treatment, if he
is injured while working.
