mine, the land invested shall be regarded a part of the capital for the enterprise, and shall therefore be entitled to such number of red Shares and privileges in the mine as mutually agreed upon between the landlord and the mine owner, for which purpose any contract may be filed with the Commissioner of Industry in accordance with Regulation 38.
Any application of foreigners for permit to hold land from the Government for mining operation shell be equally dealt with as
with that of a Chinese subject.
Any holder of Land Shares may also have Loney Shares. Regulation 16. The landlord of any land required for mining operations may receive, instead of Land Shares, such yearly or monthly rents as mutually agreed upon between himself and the mine owner. Regulation 19. To open any mine for ore classified under (a) or (b) under regulation 12 a licence must be first obtained from the Commission -er of Industry. Any mine opened without the required licence will be subject to be sealed up and the unauthorised miner will be liable to punishment.
Regulation 20. Licences are classified under 3 headings
(a) Licence for prospecting for mines. (b) Licence for mining.
(c)
Licence for working smell mines.
All these licences to be granted by the Commissioner of Industry, who will also issue permits to hold land from the Government for mining purposes the forus of which permits will be supplied by the Commissioner of Civil Administration.
Regulation 21. Any application for a licence to prospect for any mine shall be made in triplicate in accordance with Regulation 11 under the Supplementary Provisional Lining Regulations to the Deputy for Lining Affairs in the district concerned to be forwarded to the Com..issioner of Industry, who will issue the required licence after due considera-
-tion.
Regulation 22. Any application for licences for mining or for working small mines shall be made after the prospecting licence has been return- -ed, in accordance with Regulation 12 under the Supplementary Provision- -al Mining Regulations, to the Deputy of Mining Affairs in the districét concerned to be forwarded to the Commissioner of Industry, who will issue
