In the despatch from London of March 3rd., 1911, a bundle of correspondence for Shanghai was included in the Hongkong mail. In the despatch of May 29th. the bag containing correspondence
for H. H. Ships was tied up, but packets of correspondence for
H. M. S. Robin, Rosario, Tamar, and Prometheus were found out-
-side this bag amongst the ordinary correspondence for Hong-
-kong.
EVIDENCE FROM TIENTSIN.
The series of cases of thefts of Bank of England note from
letters in the Tientsin mail. The mails were opened in the presence of the Postal Agent and in every case the seals appeared intact. It was reported by a passenger in the Railway that the British Mails were put out of the train at Kanchuria Station, and kept for a day before being forwarded. These thefts have now ceased. I attach a letter from the present Postal Agent at Tientsin (Enclosure U) from which it appears that the Tientsin residents, are suspicious of their mails being interfered with. A further report on this letter has bee
asked for.
(4). From conversation with several Officers in the Service, I
have often been told that their correspondence via Suez arrives correctly but that sent via Siberia is sometimes miss-
-ing and sometimes unaccountably delayed. I attach a copy
