I am unable to devise a scheme by which this heterogeneous crowd of skilled and unskilled workers can be classified. The raising of the minimum salary to 108 will benefit a great many of them and an endeavour will be made to bring some system into the scales of salaries appertaining to these posts as opportunity offers.

The salaries of Engineers, Coxswains, Stokers and deckhands of launches have been revised from time to time and I am satisfied that at present the Government is paying market rates for such men. I have laid down the following classification which practically conforms to present rates
